The paper centers on Russian-American contradictions in Manchuria in 1906–1917. The source of the contradictions was the organization of local self-government of the Chinese Eastern Railway. The analysis of the US diplomatic relations with Russia and Japan concerning Northeast China reveals the main aims of the US foreign policy in the Far East and creates a holistic picture of the international situation in the region before World War I.
