The paper treats the main problems occasioned by FSES UPE implementation in the process of non-drug bringing up in the institutes of higher education in the limits of Principles of Personal and Social Safety mastering. The author investigates medical and social consequences of society narcotization, the questions of non-drug bringing up optimization and unification.

Dangers and safety, psychoactive substances, drugs, toxins, medical and social consequence, syndrome of drug addiction, narcotization, alcoholization, society rehabilitation.
