The article analyzes the divided government influence on the U.S. budget (1999–2000) during the presidency of W.J. Clinton. The author focuses on the role of the Republican opposition in the adoption of the bill. The future presidential elections and the aspiration of the congressmen not to enter the confrontation influenced the process of making a decision.
