Regional prosecution officer in the Russian Empire in 1870–1875: activities of Anatoly F. Koni Р. 7-14.

Abstract. The paper discusses the role of A. F. Koni in the formation and change of the system of judicial administration of the Russian Empire in the 1870s. The relevance of the work lies in the fact that many of the ideas of this Russian prosecutor are in great demand in our time. Certain proposals for a better organization of the prosecutor’s office that Koni developed were used in Soviet times and later, up to the present day. The purpose of the study is to establish the main aspects of the administrative activity of a young prosecutor. To do this, we determine the main work areas of officials of the Ministry of Justice in the regions of the Russian Empire.

The present study employs the problem-chronological method. As a result of the study, it was found that as an administrator, Koni developed local regulations to improve the quality of his subordinate officers. He also asserted the powers of judicial and prosecution authorities, conducting regular inspections of penal institutions (prisons, etc.). He worked on general restructuring of the clerical part of judiciary bodies, to ensure implementation of higher authorities’ orders.

It can be concluded that as an active supporter of the judicial reform of 1864, Koni made an impressive career, moving up in his positions and authority. Even his failures (like in the case of Vera Zasulich) did not stop his progress. His popularity exceeded his formal official position. Koni took an active part in the development of numerous normative acts of the Russian Empire, acquired useful connections among the highest elite members, and showed himself to be a good administrator.
