Abstract. The relevance of the topic is due to insufficient research about insulting of Russian authorities by members of the unprivileged classes in in the second half of the 19th century, as well as lack of special works on the topic of insulting the authorities by peasants and townspeople of Starodubye at the end of the 19th century. At the same time, this topic is important because it reveals in retrospect some features of the mentality of local residents of the southwestern Bryansk area. The purpose of the study is to identify the causes and circumstances of insulting the supreme authority by peasants and townspeople of Starodubye. The object of research is the attitude of the unprivileged classes to the authorities in the post-reform period. The subject of the study is insulting the supreme authority by peasants and townspeople of Starodubye at the end of the 19th century. As a result of the study, it was revealed that the reasons for insulting the supreme authority by the inhabitants of Starodubye display a whole range of class problems. For the landlords’ former serfs, these problems were related to the difficulties of paying redemption sums and a shortage of land, and for the townspeople of the region, to the impossibility of paying class duties. Insults addressed to authorities were usually voiced during quarrels and disputes, as well as during conversations where peasants and townspeople shared their problems and scolded the authorities.
