The article analyzes the ideas of Russian liberal philosophers of the late 19th century about British parliamentary system. Russian liberal philosophers’ attention to British parliamentary system and its nonviolent modernization served as a factor of securing the legitimacy of Russian autocracy and its modernization. However the traditions of British parliamentary system were not adopted by Russian authorities and failed to be used as a guideline in the task of creating an effective parliament.
