DISCUSSING THE RESULTS OF LIBERAL REFORMS AND SEARCHING for a New Strategy at the Turn of the 20th – 21st Centuries. P.P. 66-76.

The article analyzes archival documents of the late 20th – early 21st centuries to investigate the discussions on the results of Russian liberal reforms and on a strategy for further development of the country. The author underlines a regrettable practice of ignoring expert opinion of Russian scholars, paying heed to opinions expressed by foreign experts and politicians. Russian scholars, who fully appreciated the danger, maintained that a development strategy should be based on national interests and social priorities with due consideration of spiritual and geopolitical conditions of the country. They also stressed that a consistent, realistic and reliable policy was unattainable unless deep-seated contradictions (concerning finance and management) between the government, the representatives of legislative and executive powers, research institutes and universities were overcome.
