The article centers on American policies in Northeast China on the verge of World War I. The analysis of diplomatic relations between the USA, the Russian Empire, and Japan in respect of Manchuria reveals a harmonizing tendency between the Russian Empire and Japan; it also characterizes the international situation in the Far East.
