The Attitude of Moscow Regional Government to Administrative Reforms Planned for the Late 19th – Early 20th Centuries P. 17-25.

The article focuses on the attitude of higher officials of the Moscow Province to projects of local administrative reforms planned for the late 19th – early 20th centuries.

The representatives of the Moscow regional government participated in the discussion of projects of reforms affecting the administrative arrangement of the province, which enabled the government of the Russian Empire to register local peculiarities and to take into consideration the sentiment of the local elite.

The analysis of previously unpublished archival data shows that the Moscow regional government supported the proposed reforms which endowed the governor with greater powers and envisaged a better-structured bureaucratic machinery. However, despite the willingness of provincial authorities, the projects of reforms remained unimplemented and the problems of local administration remained unsolved.
