HE WHO WORKS NOT, EATS NOT? SOVIET PROPAGANDA AND THE DEVELOPMENT OF PROPERTY PERCEPTION IN SOVIET CITIZENS IN THE 1960S (at the Material of “The Letters to the Government”). P.P. 69-78.

The article treats Soviet citizens’ perception of property in the 1960s. The article shows that the analyzed period witnessed an economic remission, goods deficit, social inequality. The period was also characterized by a growing number of people who attempted to increase their profits by engaging themselves into private entrepreneurship and resale. The author of the article maintains that the authorities employed various mechanisms to develop a negative perception of private entrepreneurship in the mind of society, to fuse the concept of a private entrepreneur with the concept of an antihero, a profiteer, a parasite. The article “He Who Works Not, Eats Not” published in the Communist magazine served this purpose. The analysis of letters received by the editorial board of the magazine in response to the article shows that not all correspondents shared the official perception of private entrepreneurship. The letters, which were addressed to N.S. Khrushchev, expressed people’s dissatisfaction with the ideas expressed in the article. The writers of these letters are people who have to engage into gardening or livestock farming because of low wages and scarcity of goods. The article maintains that, though partially dissatisfied with official policies, people did not understand the principles of market economy, hence a negative perception of farmers who sold their produce to earn extra money.
