ATTEMPTS TO REFORM THE RUSSIAN ACADEMY OF SCIENCE IN THE LATE 1990S. P.P. 52-60

The article analyzes both previously published materials and materials which have never been researched before to investigate attempts to reform the Russian Academy of Science which were undertaken in the late 1990s. The authors conclude that the then state policy in research and technical spheres focused mainly on elimination of a whole number of research trends. Science was considered to be redundant, which resulted in funding reduction and provoked crises and disasters in the sphere of research. Archival materials show that the majority of scientists did not approve of the governmental strategy aimed at the preservation of “outstanding” science. Researchers demanded that their work should be decently financed, that the privileged status of the Russian Academy of Science should be restored, that the government and society should be acquainted with academiciansʼ considerations and recommendations on further development of the country. Due to the fact that outstanding Russian researchers, the trade union of the Russian Academy of Science, and common people strongly opposed the draconian reforms, the reformation which threatened to ruin Russian science was stopped. However, despite Russian researchersʼ selfless work and their sincere devotion to science which enabled achievements in various spheres, it was impossible to prevent some deterioration of the countryʼs scientific and technical potential.
